Executed across Asia Pacific, Middle East and Europe, The Collaboratives' Malcolm Fraser was the Lead Researcher and Implementation Consultant responsible for creating a Local Software Economy Sustainability Program to establish, manage and monitor innovation centers and incubators.

The Project included the global network of Microsoft Innovation Centers (MICs) and supported the development of start-ups, digitally enabled businesses and entrepreneurs across Europe and Asia Pacific.

Key focus was the design and execution of a Local Software Economy Maturity Model and Sustainability Framework consisting of a taxonomy of innovation center types and activities (incubation, innovation acceleration etc.) to segment the various methods of operation across innovation centers, and release of an initial pilot of the Online Economic Value Add Tool and Innovation Dashboard across 33 countries.
